Summary of the Landowner Alert – DeLa Express Pipeline Project
Hi, Phil Hundl here with a pipeline alert on the DeLa Express pipeline, associated with Moss Lake Partners. This is a large, 690-mile pipeline project across Texas, ending near Lake Charles, Louisiana. I want to briefly mention that we will be getting more information and providing you with pipeline updates as more information becomes available.
Recently, this project by Moss Lake Partners was approved by FERC, the Federal Energy Regulatory Commission, which oversees interstate projects. The pipeline begins in Reeves County, West Texas, and crosses the state. It takes a northerly route that follows, in my view, a pipeline corridor, all the way down to Jefferson and Hardin counties, then into Louisiana. The map below will hopefully give you a feel for the pipeline route.
You Need to Understand the Texas Condemnation Process if You’re a Landowner
Most importantly, if you’re a landowner who may be affected or gets contacted about this project, it’s crucial to understand the condemnation process. Please visit my blog for a 12-step outline on the process so that you can better understand what this entails. Also, remember that you, as a landowner, have many rights.
Moss Lake Partners, or in this case likely DeLa Express LLC as the condemnor, has obligations and must follow proper procedures during the process. As a landowner, your rights are paramount. If you have questions—and you should have questions—please contact attorneys who specialize in representing landowners facing eminent domain and condemnation proceedings.
Dela Express Pipeline Project Information
This is a large project with a 42-inch diameter pipeline. There will also be various ancillary laterals off of this main line, as well as compressor stations, meter stations, and other related facilities. It is essential to know if these additional aboveground appurtenances—the compressor stations, meter stations, valve sites—will be affecting your property. If so, this must be considered in the easement agreement and in calculating compensation.
This new pipeline project affects many counties, including Reeves, Loving, Winkler, Ecker, Midland, Glasscock, Sterling, Upton, Runnels, Coleman, Brown, Mills, Hamilton, Coryell, McMillan, Falls, Robertson, Bell, Milam, Brazos, Grimes, Walker, Montgomery, Liberty, Hardin, Jefferson, and Orange County.
The route takes a northern direction similar to the EPIC line but also partially resembles the Bahia Line or mostly follows the Enbridge/Shin Oak corridor. Once again, if this information is helpful and you have any questions, please contact attorneys who handle these types of cases.
